Waltzers are those formally contracted to work on the behalf of Walter Crawley and his Council. Waltzers can provide many functions, from administrative or custodial tasks to security or aggressive "policing" of Milwaukee. The Waltzers are in direct conflict with many factions, as they claim control over many areas that see themselves as independent. However, they have enough trouble policing Milwaukee to mount a major offensive against the other factions, especially since this would cause many factions to ally together.
Just like everyone else, the Waltzers are dependent on the Dreamers for most of their water, and need to trade with other factions for food and other materials.
